Special Report to the Public:

Geysil Arroyo

Trustee Geysil Arroyo shared that she attended the Welcome Celebration for Chancellor Smith at the San Diego Zoo with wonderful speakers including Chancellor Smith’s speech, which was amazing. She, along with Trustee Mary Graham, served on the Chancellor Transition Subcommittee and thanked everyone who helped organize the event. She concluded by welcoming Student Trustee Dalia Ramirez and Academic Senate President Mona Alsoraimi and wishing everyone Happy Pride.

Trustee Mary Graham also thanked those who contributed to the success of the Chancellor’s Welcome Reception and highlighted the LGBTQ Luminaries event which she attended.

Craig Milgrim

Trustee Craig Milgrim said he won’t be able to attend the Pride Parade this year for personal reasons but asked for those who attend to share photos.

Bernie Rhinerson

Trustee Bernie Rhinerson also said that he won’t be at Pride Parade this year but that he will be celebrating with his family and will be wearing his student-designed T-shirt.

Dr. Maria Nieto Senour

Trustee Maria Nieto Senour said she would be attending the Pride Parade event and Chancellor Smith’s speech at the Welcome Reception was one of the best she has seen. She also said she just returned from Iceland and had a wonderful trip with incredible natural features.

Gregory Smith

Chancellor Gregory Smith wished everyone a safe and relaxing summer break. He congratulated the colleges on excellent events celebrating Pride Month and the Juneteenth holiday and the raising of the Pride and Juneteenth flags across the District. Chancellor Smith thanked the Board for the Welcome Reception and the Conrad Prebys Foundation for sponsoring the district’s participation in the Social Housing Program in Vienna, Austria.

Dalia Ramirez

Student Trustee Dalia Ramirez shared that the City College Associated Student Government held an in-person Q&A on June 26 where they asked for comments from current students about what they would like to see this upcoming year. She reported that on June 26, the Mesa College Pride Center hosted a series of events, including a queer-themed movie night, as well as Free HIV Testing. June 20-22, the Miramar College Engineering Club competed in the MATE ROV World Championships ROV Tennessee. Miramar College won first place in their division in two categories, and a Miramar College Student won the MVP award. Lastly, College of Continuing Education hosted a Pathways Celebration on June 24. PATHWAYS is a retention model program for homeless students designed to create educational communities that provide intensive and direct student support services.

BOARD ACTIONS                                                                                                               

At its regular meeting of July 11, 2024, which was conducted in-person, with online participation available, the Board of Trustees:

- Announced the following actions from Closed Session: the Board approved settlement authority in connection with one item of pending litigation.

- Heard public comment from Eva Parrill and Caterina Palestini who addressed the board in support of the 32-hour work week. City College AS President Mona Alsoraimi introduced herself in her new role including her time working with Pillars of the Community, her extensive College & Careers Access Pathways (CCAP) experience, and time as a Peace Corps volunteer. She said the senate executive team is still coming together and is interested in mobilizing faculty to address issues on the horizon as well as encouraging greater participation in the AS. Miramar College AS President Pablo Martin shared it is relatively quiet during the summer but that he is active in several statewide workgroups. College of Continuing Education AS President Richard Weinroth highlighted the effort to have students create the Pride Parade shirt to be worn by all District participants this year. This included developing a theme that represents the student voice and that 280 students have registered for the parade already.

- Adopted a resolution ordering an election and establishing specifications of the election order, for the purpose of placing a bond measure on the November ballot in the amount of $3.5 billion to construct and improve facilities for City College, Mesa College, Miramar College, and College of Continuing Education based upon the campus facilities strategic plans, following comments by Hector Gastelum, who spoke in opposition to the District’s Community Benefit Agreement with the San Diego County Building and Construction Trades Council and Continuing Education AS President Richard Weinroth who spoke about the tremendous need for a construction bond especially given the impacts of the recent flooding on SDCCE campuses as well as the condition of the college’s Mid City Campus.

- Authorized an agreement with healthcare agencies for use of clinical facilities by students enrolled in District health occupation programs.

- Accepted revisions to the 2024 Family Handbook for Child Development Centers at City, Mesa, and Miramar colleges.

- Approved the 2024-25 Student Fee Schedule; and the 2025-26 and 2026-27 Academic Calendars.

- Approved master agreements with Foundation for Grossmont-Cuyamaca Community Colleges for Strong Workforce and City, Miramar, and Continuing Education for the Counselor Institute Phase 2 Project; a subcontract agreement to support the Accelerating Career Education Outcomes Investments; and an agreement with California Commission on Peace Officer Standards and Training (POST) to provide the Academy Instructor Certification Course (AICC) at Miramar College.

- Accepted grants from the Department of Industrial Relations/Division of Apprenticeship Standards for the California Opportunity Youth Apprenticeship (COYA) Pre-Apprenticeship Planning at Miramar College; and the Arthur N. Rupe Foundation for the College of Continuing Education Healthcare Careers Program.

- Authorized the use of Survivors of Torture as an off-campus facility by College of Continuing Education.

- Awarded a bid to Ayuma House Planning Company for the Building I-100 Renovation at Miramar College.

- Heard an update on the emergency action taken on the Miramar College transformer; and a presentation by CCS Fundraising on the feasibility for an integrated philanthropic fundraising campaign.

- Approved purchase orders completed during June 2024; ratification of reformatted salary schedules for calendar year 2024; a transfer of $1.2 million from the District’s General Fund/Restricted budget to the Miramar College Capital Outlay Budget; and various personnel actions including the certification of short-term personnel service effective on or after July 12, 2024.
