
As Vice Chancellor for Finance and Business Services, Dr. Hall will be responsible for developing an annual operating budget that this year stands at $992 million; overseeing the district’s fiscal audit and compliance programs; ensuring timely submission of reports required by local, state and federal regulations; and representing the SDCCD on local, state and national committees. She will also serve as a member of the SDCCD Chancellor’s Cabinet.
It’s a position she’s familiar with. Dr. Hall has served as Assistant Superintendent/Vice President for Business and Financial Affairs at Southwestern College since July of 2019.
At the Southwestern College Community College District , Dr. Hall’s responsibilities included developing an annual operating budget of nearly $200 million; implementing multi-year strategies to ensure fiscal stability while maximizing student access; overseeing management of $789 million in general obligation bonds; and monitoring all pertinent rules, regulations, legislation and court decisions pertaining to community college business and financial affairs. She also served as a critical member of the district’s Executive Leadership and Emergency Response Team during the COVID-19 pandemic.
“With her extensive background in bond program management, risk management, long-range financial forecasting, and, most important, in the areas of professionalism, service and leadership, Dr. Kelly Hall will be an invaluable addition to the San Diego Community College District,” said SDCCD Chancellor Carlos O. Cortez.
A community college transfer student, she has a Ph.D. in organization and management from Capella University, along with an MBA in corporate management and a bachelor’s degree in business administration from California State University, San Bernardino. Dr. Hall is also a Certified Public Accountant.
Dr. Hall began her California community college career in 2003 as an adjunct professor at College of the Desert in Palm Desert, later becoming a tenured faculty member, faculty chair of Business and Accounting, Academic Senate President and Dean of the School of Social Sciences, Arts & Media. Prior to College of the Desert, Dr. Hall served as Chief Financial Officer for Western Railroad Supply in San Bernardino. She also worked as a lecturer in the Accounting program at Cal State San Bernardino from 2001 through 2019.
Dr. Hall is bilingual, she learned to speak Spanish while living in Monterey, Mexico, and from 2005 to 2014 led multiple teams each year that provided an array of social services to orphanages in Nicaragua, Honduras and Brazil.

Dr. Hall succeeds Dr. Bonnie Ann Dowd, who retires in January after 12 years as Executive Vice Chancellor for Business and Technology Services. Dr. Hall’s appointment is scheduled to be ratified at the January 19, 2023 SDCCD Board of Trustees meeting.
