Bid and Contract Opportunities
We appreciate your interest in doing business with the San Diego Community College District’s Capital Improvements Program, which oversees the planning, design, and construction of new facilities, major renovations, infrastructure, and landscape projects at City, Mesa, and Miramar Colleges, and the seven campuses of the College of Continuing Education.
1. Register on the District's procurement portal – PlanetBids
All of SDCCD's publicly bid opportunities are released via PlanetBids. Please register as a vendor here. Please include all applicable NAICS codes in your profile to receive notifications when relevant bidding or RFP/Q opportunities are posted. Here is a how-to to guide you through the PlanetBids registration process. Renewal is required annually. We encourage the following to register:

- Licensed Contractors
- Architects/Landscape Architects
- Engineers (including Civil, Electrical, Environmental, Geotechnical, Mechanical, and Structural)
- Materials Testing Professionals
- Surveyors
- Inspectors
- Suppliers
A licensed contractor registering as a vendor must also be registered as a public works contractor with the Department of Industrial Relations (DIR). Your registration will be shown as incomplete or not approved if your DIR identification number is not included. Here is a guide to help you with DIR registration.
2. Complete SDCCD's Supplier Intake Form
Complete our Supplier Intake Form to start setting up a purchase order to be paid. A current W-9 must be included in your application. Email completed documents to OESFContractsDO@sdccd.edu.
3. Sign up to be included on the District's Business Outreach Database
Complete and return this form (pending) to be included in our Business Outreach Database, and provide advance notification of relevant contracting opportunities.
SDCCD adheres to the State of California Uniform Public Construction Cost Accounting Act (CUPCCAA), which provides alternative procedures for the District when undertaking public project work through contracts.
- Projects costing $75,000 or less can be executed by the agency's employees through various means, such as a force account, negotiated contract, or purchase order.
- Projects costing $220,000 or less can be contracted through informal procedures as outlined in the Act.
- Projects costing $220,000 or more require formal bidding processes.
By registering on the District’s PlanetBids portal, licensed contractors are included on the Informal Bidding Contractors List; include CUPCCAA when completing the Category/Description section.
Prevailing Wage
Prevailing wages must be paid to all workers employed on public works projects of $1,000 or higher. Learn more at http://www.dir.ca.gov/OPRL/FAQ_PrevailingWage.html.
Contractor prequalification is a requirement for many prime contractors and subcontractors intending to bid or submit a proposal for SDCCD construction projects.
Prequalification applications must be submitted 10 business days prior to a project's solicitation due date. SDCCD will issue a prequalified list of contractors for each project prior to the solicitation due date. Results will be posted on this site. An early and timely submittal is appreciated as several applications are being processed at any given time.
Prequalifications are effective from July 1 to June 30 on a fiscal year basis unless otherwise noted, and require annual renewal. Applications submitted from January 2025 to June 2025 will be effective until June 30, 2026.
Be sure to submit all required financial documentation with your application for timely processing.

Prequalification Application for Contracts Valued at $1,000,000 and up
Contractors (primes and subs) approved for this prequalification are eligible to bid on any SDCCD project; it complies with Public Contract Code §20651.5, requiring prospective bidders to submit standardized questionnaires, financial statements and other information to demonstrate qualifications for public works construction. Contracts in this range are subject to the District's Community Benefits Agreement (CBA).
- Section 6 requires that complete your company financial capacity, provide a reviewed/audited statement, and complete the Accountant Release Letter. - Prequalification Application for Contracts Valued from $220,000 to $999,999
These contracts would not be subject to the CBA. Financial and safety information is still required for approval for all levels of prequalifications.
- Section 4 requires that you provide a letter from a certified accounting firm or your company’s chief business officer with a complete statement of your company’s financial ability.
