Community Benefits Agreement

SDCCD is committed to building strong communities through responsible development. As part of this commitment, we have implemented a Community Benefits Agreement (CBA) for all construction contracts valued at $1 million and above. Also known as a Project Labor Agreement (PLA), this initiative is designed to promote economic growth, workforce development, and community engagement.

What is a Community Benefits Agreement?

A Community Benefits Agreement is a contract that outlines specific requirements for hiring local workers, supporting apprenticeship programs, ensuring fair wages, and engaging with the community. It ensures that our construction projects not only enhance our campuses but also provide opportunities for the local workforce and small businesses.

Key Requirements:

1. Initial Employment Preference
Contractors shall prioritize hiring individuals meeting the following criteria:

  • Residents of qualifying ZIP codes designated in the CBA.
  • Veterans residing anywhere within San Diego County.

2. Craft Hour Allocation:
At least 80% of all craft hours must be performed by individuals who fall under one or more of the following categories:

  • Residents of San Diego County.
  • Dependents of active-duty military personnel.
  • Current or former students of SDCCD, including:
    - Former foster youth.
    - Formerly incarcerated individuals.

3. Support for Apprentice and Academic Programs
Contractors are required to work in partnership with SDCCD apprentice programs and related academic programs to provide training and development opportunities. This includes outreach to program coordinators to ensure student opportunities.
